What a Bulgarian licence is — and why context matters

Bulgaria moved gambling oversight to the National Revenue Agency after its previous gambling commission was dissolved — a reset born of scandal that put supervision inside the state’s most enforcement-minded institution. Licensed operators face fit-and-proper vetting, certified platforms, and a requirement to keep player funds segregated from operating capital.

The player-protection core is the national exclusion register: one confidential list every licensed operator must consult and enforce. Registration is voluntary — with a minimum period of a year — but it is not only voluntary: people receiving welfare payments and people diagnosed with gambling problems are placed on it automatically. Layered on top is a broad national ban on gambling advertising, one of the most restrictive in the EU.

What it protects — and what it doesn’t

What you actually get:

Known failure patterns to check for

The ad-ban vacuum. With licensed operators barred from most advertising, the promotion Bulgarian players actually see is disproportionately from unlicensed offshore sites — the ones no rule reaches. Heavy bonus marketing in Bulgarian is itself a warning sign: check the domain in the licence checker.

Exclusion-dodging offers. Sites pitching Bulgarians play “without registration” are selling the absence of the national exclusion check — including for the welfare recipients and diagnosed players the register enrols automatically for their own protection.

Tax-authority formality. The NRA enforces hard but is not a consumer-service body. Expect dispute handling to be procedural: exhaust the operator’s process, document everything, then escalate to the NRA in writing.

How to verify a Bulgarian licence in 30 seconds

Verdict

Bulgaria’s licence is stricter than its low profile suggests: segregated player funds, an exclusion register with automatic protective entries, and an ad ban with real teeth. Its character is enforcement-first — a tax authority’s regime — so the protections are structural rather than service-flavoured. Everything stops at the licence line, and the ad ban means the loudest sites in the market are usually on the wrong side of it.
