iGaming Ontario (AGCO)
iGaming Ontario runs Canada’s first regulated competitive iGaming market, with a public list of registered operators.
Why this is a Tier 2 — Established licence
Ontario launched Canada's first regulated competitive iGaming market in April 2022, and it has quickly become a well-run, player-focused regime — strong enough that tier 1 is arguable. We currently place it in tier 2 mainly on account of its youth. Operators must register, meet responsible-gambling and advertising standards, and follow rules that have tightened over time, such as restrictions on using athletes and celebrities in gambling ads.
How it operates
Two bodies share the work: iGaming Ontario (iGO) runs the commercial market and contracts with operators, while the Alcohol and Gaming Commission of Ontario (AGCO) is the regulator that sets standards and enforces them. Only registered operators in an agreement with iGO may legally serve Ontario players, and the market publishes a list of approved operators.
What protection does this licence give players?
Registered, standards-bound operators
Only operators registered with the AGCO and in an agreement with iGO can legally operate, and they must meet the Registrar's standards.
Responsible gambling & self-exclusion
Operators must provide responsible-gambling tools and self-exclusion, and meet game-integrity and player-fund requirements.
Advertising controls
Ontario has tightened gambling advertising rules, including limits on using athletes and celebrities in ways that could appeal to minors.
Identity & AML checks
Registered operators must verify players and apply anti-money-laundering controls.
If something goes wrong
Complain to the operator first and keep records. Registered operators must have a complaint-handling process, and iGaming Ontario provides a player dispute-resolution route for issues that remain unresolved; the AGCO handles regulatory breaches. Make sure the site appears on Ontario's list of approved operators — unregistered grey-market sites are not covered by these protections.
