Why this is a Tier 2 — Strong but restrictive licence
Germany's framework is strict — arguably stricter than tier 1 on player limits — but we place it in tier 2 because that strictness comes with heavy restrictions and a still-maturing enforcement record under a framework only introduced in 2021. The GGL enforces a cross-operator monthly deposit cap, national self-exclusion via OASIS, and tight product limits. The protections are genuine; the trade-off is a narrow, heavily controlled product and a young regulator.
How it operates
The Gemeinsame Glücksspielbehörde der Länder (GGL) is Germany's joint federal gambling authority, created under the 2021 State Treaty (Glücksspielstaatsvertrag). It licenses and supervises operators, runs the OASIS self-exclusion system, blocks illegal offers, and maintains a whitelist of permitted operators. Online slots and poker are allowed under strict conditions that vary by state.
