Why this is a Tier 2 — Strong but restrictive licence

How it operates
The Gemeinsame Glücksspielbehörde der Länder (GGL) is Germany's joint federal gambling authority, created under the 2021 State Treaty (Glücksspielstaatsvertrag). It licenses and supervises operators, runs the OASIS self-exclusion system, blocks illegal offers, and maintains a whitelist of permitted operators. Online slots and poker are allowed under strict conditions that vary by state.
